Coupa Cafe (419 N. Canon Drive) has a lovely patio and is open from 7:30am - 11pm. I've only been for breakfast - I like their yogurt & granola and the coffee. Their lunch and dinner menu is a bit eclectic. They serve Venezuelan Arepas, which the waitress described as a biscuit made with cornmeal.
Cafe Marly (Little Santa Monica & Roxbury) has a few tables outside on the sidewalk, but it's not really a patio. I love their chicken salad which comes with potatoes, green beans, tomatoes, eggs, radishes, etc. Portions are very generous.

Toast would be my first choice all around, but if it has to be Beverly Hills you will find that BH tends to be very dog friendly. I have taken my dog into the Gap and Crate & Barrel there (where he was absolutely fawned over). And I haven't been yet but apparently Banana Republic, Tiffany's, and Anthropologie all allow dogs inside. I'm sure wherever you go, as long as he/she is well-behaved, no one will mind at all.
As far as food goes, pretty much any place with a patio should be welcoming. The Farm, Lazy Daisy, Urth Cafe, etc... I think Il Fornaio also has outside seating, I really like that place for quick, light Italian.
