Does anybody know of a market in the DC area that has buffalo meat?

Trader Joes typically has ground buffalo in the freezer section.
I am moderately certain that the Wegmans in Ashburn/Sterling has buffalo steaks, but you would want to call prior to making the trip.

Cibola Farms at the Sunday morning Freshfarm market in Dupont Circle carries several different cuts, sausages, soup bones, and a bit of offal.
