re: Mick Ruthven
My fiancee and I have been there once. I would give it a B. It was fine, nothing outstanding, but nothing terrible either. The service was a little blase, but we were in no hurry so it wasn't a big deal to be ignored. There seemed to be a lot of young Nob Hill/Pacific Heights families with their kids so there was quite a din, but nothing terrible. I think their margaritas were tasty if I recall. I wouldn't call it "cheap" but I don't know what "good prices" are to everyone.

As a Texas ex pat, I'll tell you here and now, you're in for a lot of disappointment. The Mexican food scene has improved substantially in the last 5 years but its still meager. And there is no good Tex-Mex.
Most places serve Cal-Mex; sad, cheesey American-Mex; various South or Central American cuisines and a very few places serve regional Mexican cuisines (but so far I haven't found any good Sonoran restaurants). And of course taquerias of varying quality are everywhere.
And of these places, very few of them have a full liquor license AND serve a great margarita. One weekend, we did a Mission bar hop, looking for the best Mission margarita - it was a horrible experience - so many places use crappy mixto tequila and nasty sweet & sour mix, yuck!
Anyway, the obvious place in Marin is Guaymas but I haven't been in years, the last time we were there the service was just too brutal and the food too boring to imagine going back. I seem to recall the margaritas being decent enough.
Dona Tomas in the East Bay has both good food and good margaritas (but that's a drive so we don't go often).
We go most often to Tommy's Mexican Restaurant which has an incredible tequila selection, excellent margaritas and, over time, we have found the good stuff on a mostly boring combo-plate menu.
Tres Agaves has good margaritas, usually decent food but is a little pricey and uneven for my tastes.
Maya's atmoshere is too upscale for my tastes, their food a little fancy but their margaritas are quite nice.
I have high hopes for Mexico DF which is slated to open at the end of this month - right by my office - yeehaw!
Hopefully others will chime in with their finds. But honestly, I just tend to make it at home or gorge myself on Mexican when I visit Texas.

re: starlight
If you go to Tommy's avoid the combo-plates, tamales and burritos. Order grilled items (they have a good grill setup that you can see in the front window) or the Yucatan stuff (that's where the Bermejos are from).
We often order entree items a la carte so we don't have to bother with the silly salad, boring beans & rice. On Mondays, the special is panuchos, so I order 3 a la carte & maybe an appetizer of guacamole that I punch up with salsa. I've also been happy enough with their carne asada, steak ranchero, tacos or poc chuc. Other nights, I'll look around to see if any of the staff is eating, and order that. Last week, one them was eating this awesome thing she called chile negro that was awesome, some puffy fried masa thing with roasted chile, pork, hard boiled egg quarter and black mole sauce - it was one of the best things I've put in my mouth lately. I hope I can describe it well enough next time to get it again.
