Hey, you learn something new every day. I always thought that the term "broast" was an amalgamation of "broil" and "roast" and didn't really mean anything. From what I can find on the web, however, "broasted" is a registered trademark of the Broaster company, which sells specialized equipment to the food service industry. Fortunately for us, they have a store locator on their website (http://www.broaster.com/slocator.htm). When I plug in a Portland-area zip code this is what I get:

Sounds like you might like the chicken-jo jos combo at Fryer Tuck's, between Multnomah and Hillsdale on Capitol Hwy. I'm not sure if the chicken is broasted, but it sure is delicious - with a hint of rosemary. You might have a drink in the bar ("Cider Mill") while you wait.

I have heard that there's a bar on SE Division (around SE 24th, I think) called Reel'm Inn that is supposed to have good chicken and jo-jos. Not sure if the chicken is broasted or not, though. And I've never been (not a fan of jojo's nor cig. smoke) so make sure and report back if you go!
