A little further afield, but the Bohemian Beer Garden in Astoria is great for things like that...weather permitting. They have an outdoor area with picnic tables that is the size of a whole city block. We threw a surprise birthday party there for a good friend of mine for 30+ people, and all it took was someone arriving a half hour earlier and staking out a couple of picnic tables for the group. They have a grill and serve the usual suspects, burgers and hot dogs...and really excellent Polish sausage. Wonderful beer selection also. It was a great choice for us because not everyone arrived at the same time, large groups never do, and it was a nice casual atmosphere. As the group dwindled down we moved indoors and grabbed a booth for the last 8 of us.

re: ballulah
that's important. i've found that many places won't let you bring stuff in or charge a per person fee. it's their business, of course, but it's nice when you can get exactly what you want for a special occasion. pio pio riko let me bring a cake, and our server took it and brought it back nicely cut and plated.

I need to recommend La Vuelta in Long Island City - they were SO incredibly accomodating to my birthday party of 24! People! I swear, they even let me bring in my own cake and cut/candled it without charging, they brought all the food out at the same time, they served us drinks inside and outside and put it all on one tab, they brought us pitcher after pitcher of sangria, and the whole shebang came to about $40 a head. It was amazing.
I'd recommend them to everyone, OH, and the food was lovely, too!
