Mad cow has, to my understanding, put paid to the brain sandwich pretty much every where. But fine chicken livers are available at Pat's, FKA McDermott's, on Oakland Avenue across from Turtle Park and the Zoo.

Pio's in St.Charles, MO serves wonderful fried chicken livers. They are located next door to St. Joseph's Hospital and have a lively crowd almost anytime. They are open for lunch Mon-Sat, dinner only on Sun. I've tried chicken livers all over the St. Louis area and these are the best. Their seafood pasta with white sauce is excellent as well. Pass on the red sauce (you'll be asked which you would like) as it overwhelms the assorted seafood in the dish.
