i like 88 Palace, in the grungy mall at 88 E.Broadway (since you are new to the city i'll add that East Broadway is a totally diff street than Broadway -- it runs east off Bowery)

For cheap dim sum you will have to go to Chinatown. However, the best dim sum are not the cheapest; it is relatively cheap compared to other food in Manhattan.

For cheap and decent (not the best, but not bad at all), Chatham Square 9 should do it. It has no decor or service so to speak, but the dim sum are good and the price is amazingly cheap.

It's all pretty cheap, the exception being Chinatown Brasserie.
