I have been to 25 degrees several times (I work with-in a few blocks) and there is something missing ambiance wise. Too cold feeling and serious for me. The burgers I struggle with also. Their intent is great but the execution dosnt quite come off for me. High quality meat, cheeses and other toppings that never mesh just right. Also, there is not enough seasoning (dry rub) on their meat for my tastes. I'm partial to more than a hint of salt and pepper on my burger (and steaks for that matter) no matter what the quality level. Fries are good but Skoobys down the street kicks their behind. Also the hotdog I had at 25 was poor. Not sure what brand they were using. All in all my expectations were higher than the result.

Yep, the toasted pecan milkshakes @ LD are unbelievable!! (but I ALWAYS split this, it'll be dang near obscene to finish one on my own...) Burgers are kinda pricey for what they are (I believe in the $15-$20 range) but pretty delicious. And you'll be near the Hollywood & Highland area, which is pretty happening (albeit quite tourist-trappy.)

I think that the burgers are slightly bigger and the toppings more substantial at Lucky Devils. I like the fries better at 25 Degrees and I love all of those dipping sauces. 25 Degrees has a Valrhona chocolate shake - divoon! I think that the service is more professional at 25 Degrees (also, the first time that I went there was the day my beloved dog had died unexpectedly and the waiter gave me a free milkshake to make me feel better - that was a great gesture.)

I like them both and it really depends on your mood. Both do an excellent burger for about the same price, good fries and other trappings. Lucky's does have that amazing, over the top, diet busting toasted pecan milk shake but the desserts at 25 Degrees are good. 25 Degrees appeals to me more at night. It's loungey with big booths. More stylish overall and great after or before a movie. (Beware the parking tariffs for the hotel and at least get a validation!) Lucky Devil's is more diner like.
