If I recall, Girabaldi's on College has happy hour food and drink specials. Can't remember the specifics, I think it was half off pizzas.

The East Bay is a little odd in this area, at least compared to San Francisco--the places with tasty bar food don't really have good drink specials, while the places with good drink specials don't really have good bar food. And some places don't have a happy hour menu at all. For example, Cesar has a few lovely drinks, and it has tapas, but you won't get them for a special happy hour price.Kitty's in Emeryville has some nice drinks, and some bar snacks. but I don't think it has a happy hour either. T-Rex has excellent drinks, including a perfect Manhattan, as well as some good food to eat at the bar, but some people balk at their BBQ, and I am not sure whether they have happy hour specials. Several restaurants have the $1 oyster special, as noted above, but no drink specials.
And Lanesplitter's happy hour is from 3 to 6, on weekends as well as weekdays, I believe.
