Oriental East in Silver Spring is the best I've found in the metro area. It's been consistently good for many years now.

Go search the archives - this thread has been beaten to death a dozen times.
When you say Southern MD, do you mean south of PG County, along Rte 301, or do you mean Montgomery County? I don't know of anything down south, but MoCo has many fine choices.
Oriental East in SS is good, but I personally prefer New Fortune in Gaithersburg or Hollywood East Cafe on the Boulevard in Wheaton. Good Fortune, across the street from HECOTB in Wheaton, used to be good but is now a pale shadow of it's former self. Silver Fountain in Aspen Hill is also decent.
Nothing worth going to in DC proper.

We just went with another couple for dim sum to New Fortune, based on Chowhound's recommendations. Overall, I would say it was a very positive experience. They had many of the dishes we were looking for and the quality, if not on par with New York, was good. We loved the walnut shrimp which was something we had never tasted, before. (We went on Sunday around 12 and the place was hoppin' but we only waited about 5 minutes for a table.)

Hollywood East Cafe on the Boulevard, in Wheaton. (There are two Hollywood East Cafes up there-- I'm referring to the one on University Blvd.) This is some of the best dim sum I have ever had.

I used to go to Oriental East years (20+) ago, but I don't think it's very good anymore. I'm not a big fan of Hollywood East either. I have a friend in Waldorf who loves dim sum -- please report back if you find something good and closer than Wheaton! She comes up every so often for a fix at Good Fortune (which, yes, I know some people here don't like), but it's not really close.

We had dim sum at New Fortune in G-burg recently. Thought it was pretty good. Not up to San Francisco standards. Not as good as Tung Bor used to be, but pretty satisfying all and in.

Yes, I had dim sum at Tung Bor as a kid. Fond memories. Located inside Wheaton Plaza (at the time), right? Nearby also was Dynasty, which was good also.

Good Fortune on University is a descendant of the thrice-moved Tung Bor. When I asked a couple years ago, Mrs. Mon still worked there, in the kitchen, who I think was an owner and hostess at the several Tung Bors. The old guy who was one of the TB hosts with interesting facial marks was also there but in a semi-retired fashion.

New Fortune hands down. Good Fortune just is tired. Hollywood East is pretty, tastes good, but limited selection. Oriental East is way too cramped. By the way, New Fortune is easy to get to -- right off of 1-370

It's technically not right in DC or MD, but right across the Key Bridge in Rosslyn is a really good place. We go to China Garden freequently. I would highly recommend it. So if you can expand your distance a mile, you can get great carts on Saturdays and Sundays.
