In Search of the Haitian Lady that sells food at the African Marketplace every summer

There is a lady that makes the most amazing Haitian food and sells it at the African Marketplace each year. Someone told me that she had a restaurant in West Covina. Does anybody know the name of it and where it is? If not, can you tell me if there are any Jamaican, Haitian places in the Inland Empire or surrounding cities that might still be considered Los Angeles County?
