I sampled something like this at a grocery store, I was amazed at how the flavours came together and what a great alternative to the boring cream cheese/caper thing. And now I would like to make it for a shower, the guest of honour is somewhat lactose intolerant so this would make a nice addition to the spread.

But I can't remember what the salmon was on (type of bread or cracker), and I think there needs to be something besides just red pepper jelly and salmon on there. All that comes to mind is cream cheese! Ideas - dairy or otherwise?

I think I would use thin slices of pumpernickel, and you could try the soy-based cream cheese substitute -- Trader Joe's and Whole Foods, for example, carry it. And perhaps top it with a basil leaf, both for taste and color.
