Happy hour in LA
Border Grill in Santa Monica has a good happy hour.
$3.50 margaritas, mojitos, draft beer, house wine and red sangria. The house margaritas are made with fresh juice - quite tasty.
$3.00 "Bocaditos" such as carnitas tacos, chicken panuchos, beef brisket taquitos, fish tacos, green corn tamales, cumin fries, poblano quesadillas and plantain empanadas. There are a couple other choices in the five-dollar range. All pretty darn good.

To that list, I would add 2 great happy hour spots, especially for the food:
McCormick and Schmick's in Beverly Hills (on Two Rodeo next to Tiffany's) - the one downtown has a more plebeian food menu, ie hamburgers and fried onions etc, still a great deal. But this one, during happy hours has a $1.95 giant cheeseburger but also extremely cheap delicious seafood, like calamari with 3 different sauces, New Zealand green mussels with sake-ginger sauce, and lots other appetizers for $5 and under. Two people can easily make a meal out of 4 of them, even without the cheeseburger. And they have a great patio.
Fat Fish in West Hollywood: the hours are a little weird (regular happy hour time plus 10-11 pm M-Th) but this is a great deal. With the purchase of a drink, you get a really cheap sushi roll menu plus tempura and some other stuff. Excellent happy hour.

Lago, on the Third Street Promenade, used to have a great happy hour buffet with free food (including their terrific diavola pizza), but I went there a few weeks ago and it seems that the health department shut the buffet down! :( Sad because the food was never out there long enough to attract flies or anything - people hovered over the counter all the time.
