Actually, there are precious few good restaurants in Bethesda -- fewer still open for lunch. Jaleo is head and shoulders above all the rest -- see my post here: http://www.chowhound.com/topics/show/....
If your heart is set on Japanese, go to Tako Grill.
Musts to avoid: Cafe Deluxe, Green Papaya, Austin Grill, Raku, that turkish place next to Raku, etc.

Oh I wouldn't skip Raku at all (not the others either, but Raku esp. at lunch.)
Here's a press release about the opening of Rock Creek -- healthy but tasty American-based food, I'd say. I think the Web site is www.rockcreekrestaurant.com, but I can't get into it at the moment. You might want to call about the pricing.

Did you have any type of restaurant in mind?
Here are some that I like:
Cafe Deluxe (next to a public parking garage)
Green Papaya (couple of doors down from the garage)
Raku (around the corner from the garage--great bento boxes)
Jaleo (not far from the garage)
Cesco (near a small lot, might be more than moderate)
Haandi (not far from a public garage)
Tako
MatubaRock Creek (across from a public parking garage) -- I haven't been there, but I've heard great reviews
