Where to find cake
My company buys a birthday cake every month, for about 70 people and the budget is about $65. The quality is pretty low (think Loblaws' or Dominion's slab cake).
Is there any place in and around Willowdale that will make a cake of that volume of better quality for about the same price?

Try the Longo's at York Mills and Leslie. I find their slab cakes to be of a better quality then Dominion or Loblaws. Another option would be to check out some of the Asian bakeries scattered up Yonge St. I know of a couple of Korean bakeries, and I'm guessing you might find a Chinese or Japanese bakery tucked away as well.
