restaurant in downtown san diego????

there is a two-story restaurant with a matini bar downstairs and a wine tower up to the second story.

anyone know what this is? cannot remember the name and want to go there this weekend.

It sounds as though it may be Osetra seafood restaurant on 5th Avenue....long 270 degree bar when you first walk in and a 2 story wine tower in which wait staff retreives some bottles of wine "Peter Pan" style.
