San Diego on L.A. or California?

The new description under the L.A. board heading says San Diego is included. This was never true before. Is this true now? If so, then what about San Bernardino County, which was mostly excluded from the L.A. Board? Palm Springs is certainly as close as San Diego, if not closer.
