Wow, I have a jar of McCormick's Chipotle Chili Powder in my spice cabinet...don't the supermarkets sell McCormick's in NYC? If not, I would imagine you could order it from Penzey's or the like.

Chipotles are hanging in nearly any latin grocery- even the corner bodegas- all over the city. Most often they are whole and in clear cellophane envelopes. I haven't seen them lately because I haven't been looking, but I'm sure they can be had in some of the groceries in Queens by the scoop from a cardboard box or bin. Enough to last you months (on a heavy chipotle intake) cost a few bucks. Look around the spice section in any grocery that latinos of any nationality frequent. I buy them from a neighborhood brazilian grocer in Newark regularly, as described- in a cellophane envelope of 7-8 chiles. It is silly to order something like this in the mail as prevalent as they are. If you can't find them ask the grocer. "Donde los chipotles??"

Grind them dry in your food processor (be careful of the dust in your eyes and lungs). Or soak them in warm water or wine or, one of my favorites, orange juice and then use them accordingly by mincing or slicing or processing. The old fashioned way is to mill them in a mortar and pestle. I love to make a chipotle paste with primary ingredients of chipotles and orange juice concentrate and keep it in a jar in the fridge as a condiment for any number of things.

Kalustyans has three or four types of chipotle powder; you can go over to Lexington and get it, or order it from them by phone or web. Their stuff is always of the highest quality and they ship amazingly promptly.

I agree with the person who recommended the bodegas. Anyone of them near roosevelt ave sells dried chipotles. Toast them on a dry skillet, take the stem and sees out, then pulverize them in a spice/coffee grinder.

Another alternative would be that huge Spice House place that I see off of 678 just after Shea Stadium. Looks like a massive indian spice store. Haven't been, but if I can see it from the freeway, it's got to have a big selection.

Good luck.
