I ordered Cadbury's Drinking Chocolate from Harrod's for thirty years (now I can get it online from a Stateside place that stocks British products). As far as I know it still isn't sold retail in the States; years ago when I wrote to Cadbury's to inquire they told me that Hershey and Nestle had successfully lobbied to keep their Drinking Chocolate out of the US. If you are looking for an overseas product you might need to do some research. Find out for yourself what the statute says. Sometimes places that don't want to bother just lie and say it's not allowed. If you find out it's legal, try Harrod's. (And notice online the many places selling imported food products. Would an FDA reg allow importers to buy and not private customers? Sounds peculiar to me.) Perhaps they will have more information or at the very least, the name of a distributor somewhere who'd be willing to ship the product to the States. I'm nursing my last few precious containers of the drinking chocolate and if worse comes to worse, I may have to beg a friend or two over there to send me a couple more! Lol!
