My friend Helen, who knows about these things, tells me that The Little Nice Restaurant (address unknown) is the best, because of quality, variety, and price.

Address for The Nice Restaurant: 35 E Broadway
      New York, NY 10002 (212) 406-9510

Dimsum there is pretty good, fresher by quite a bit than most of the other places I've been lately (Triple 8, Harmony Palace, Jing Fong), although the selection isn't the largest around.

Nice is a good restaurant for dinner. I went there once for dim sum, and while they make some good dishes (a dumpling of pork with peanuts, IIRC, for example), I found their selection of dim sum inferior to Jing Fong, Golden Unicorn, and New Silver Palace. (Btw, what's happened to the latter place? Last time I walked by, I saw a new name on their awning.)
