Uptown Charritos accepts reservations and they have a liquor license.

we like Amanda's. very good food, nice atmosphere.

Amanda's is very good. Best dish: seafood stew.
Elysian Cafe, same owner as Amandas, solid bistro, good fish, chicken and lobster rolls (ask for the bar menu)

Other great options are Zafra, excellent pan latino (no reservations and BYOB); Cucharamama, very good tapas, expensive; La Isla, excellent Cuban, cramped, no reservations and generally a long wait. Charritos -- now both uptown and downtown -- very good Mexican, also no reservations (I think)
