Alma, an upscale-ish, medium priced Mexican restaurant on Columbia St. Eat on the rooftop and you get a great view of the harbor and of Manhattan. The food was pretty good last summer when they were new. I've not been there recently, however.

We were there last week and the food and service were very good. They seemed to have lost some of the attitude that they had when they first opened. Just call ahead to make sure there is space on the roof.

I would NOT recommend Jordan's. Just went there this past weekend. The view is of a cement parking garage across the street, not the water - also, the outdoor air-conditioner vent mutes any possibility of conversation.

Their fish store (next door to the restaurant) looked good, however. As for the food at the restaurant, I would say passable at best (and fried clams without much on any clams, more like fried "fried") - since the lobster roll was adequate . . .

In warm weather, Doubbles (part of a sports complex) in Long Island City on Vernon Blvd, a few blocks south of the Queensboro Bridge serves outside on lawn furniture. There is a lawn going down to the East River and probably the best view of the midtown skyline- period. The food is mostly grilled items, nothing special but very modestly priced. Most entrees $12-18. The view's the thing.
