For steak tartar I love L'Express on Park Ave. South and maybe 19 St. The meat is fresh and wonderfully seasoned with enough tang. They also have delicious fries. Prices are reasonable.
For steak we go to The Knickerbocker on University and 9th, which has an amazing porterhouse (the one for one feeds two), terrific creamed spinach and a lovely selection on the menu.

I just had the steak tartare at Rue 57 ans was very impressed. Service was lacking, but the food was very good. It was classic, classic, classic. No frills, just good meat. It was very hearty as well and only $14.

The Steak tartare at Blue Ribbon Bakery is really top notch. Nicely seasoned fatty beef minced just right topped with onions and capers and other accoutrements. Served with homemade chips as well which really complements the tang of the meat.
