      <content>Unfortunately, there's nothing really better than mediocre in NYC.  
 
Ravagh on 30th between Madison and 5th is probably the best Persian in Manhattan.  Mostly they're pretty good, although  they have off nights sometimes.  The staff is not Persian and may not understand what you want if you refer to dishes by their Persian names.  If you want tah dig (they DO know tah dig), you must specifically ask because it is not on the menu.  Their kebabs are all right, and I like some of their khoresh (stew).

Perseopolis on the upper east side is genuinely Persian but dried-out and dull, missing any sort of tasty touches.  Ho hum.  If you want kebabs, there are two Turkish restaurants a few blocks in either direction (Uskudar south, Beyoglu north) that do a much better job.
 
Our experience at Colbeh on 39th street in the garment district was terrible...  This restaurant would spontanteously combust if it opened in LA.  However, in previous discussions someone said their Long Island location was good.
 
For kebabs and rice we usually go for Afghan or Turkish food.  The other stuff we make at home.</content>
