197050 Tue Sep 24 17:02:01 -0700 2002 2 18 Manhattan 0 1051552 i walked by some serious construction work on a new place on 7th avenue in the village next door to RAFAELLA and across from the old MOOMBA near 10th street today. the windows were papered but looking inside i saw a big groovy looking bar and i think kitchen area in back being built. it may be called NIKKA? anyone have more scoop on this place? restaurant or just bar? Maybe they are renovating or maybe they closed already and new owners are moving in. I can never figure what is going on there. When it has been open the menu seems uninspired - no particular cuisine and nothing striking. I remember, for example, ravioli in a herb sauce and some tapas like apps. To me it seemed more of a cool space, as you noticed, than anything else.
