  1. Er...what kind of stuff do you want to eat? And in what area?

If you're not particular, well...there are probably 14,000 eateries you can drop in on at 4pm, so you really
    don't need much help!

Try Gramercy Tavern. Their front room menu is served from lunch straight through dinner, plus they have a 3-5 p.m. afternoon menu w/ afternoon tea things and $4 dessert "tastes" that are miniatures of their regular dessert menus. To read my detailed description of my dessert taste blowout (two of us had eight), search for "Gramercy Tavern afternoon menu" in the search box on the main page. The front room regular menu is neither as fancy nor as expensive as their prix fixe, but is very good.

For early or late dinner at a very good place I also think of Blue Ribbon on Sullivan betw. Prince and Spring because right on the window it says "serving dinner from 4 p.m. to 4 a.m." (One of these days I want to have a full-blown dinner at 2 am.)
Caveat: I haven't eaten there, I have just heard wonderful things about it over the years.
A lot of restaurants don't serve dinner til 5 or 5:30 so maybe one with an older crowd like Le Perigord would serve dinner at 4. (which I did eat at and really like)
