I'm pretty sure that Joseph Poon (10th & Arch) does one every year and I think that Joy Tsin Lau (11th & Race?) does as well. I also saw one in Philly Mag at Susanna Foo which looked nice for $65 pp.

There's an event at Penn for those who would like to experience the sights, sounds, and tastes of Chinese new year. I think Joseph Poon will be there.
Your other option: go somewhere in Chinatown, find a restaurant with lots of people in it. When your waiter comes, point to another table and say "we'll have everything they're having". Eat noodles (longevity), fish (prosperity), and oranges (wealth).
Bring an appetite.
