        <content>Going to be in PennQ for a 7 30 function tomorrow night.  Don't really want a full early dinner...who has good happy hour eats/deals?  Have had pizza at matchbox so we can fall back on that but what else is out there?</content>

      <content>I really enjoyed Andale last week.  Their happy hour eats selection is limited to 3 items, but if you're going to a dinner function and just looking for some snacks (and great drink specials too), it's a good choice.
 
The salsa platter with 3 salsas ($2.50) had 3 of the best salsas I've had in DC.  Spiced peanuts ($2) were okay but not spicy enough for me.  Chicken taquitos ($4) looked yummy.
 
Drink specials cant be beat.  Great 1/2 price house margaritas.  Instead of triple sec they use a liquer that makes them orange and gives them a wonderful spicy taste. 4 good draft beers, and 12 thoughtful wines from the glass are also half price.
 
Internet listings have the HH ending at 6, and even their paper menu says 6:30, but it actually goes until 7.</content>

      <content>This is my HH list for in &amp; around Penn Quarter, altho I've not eaten at every single one:
 
Teaism - Thurs &amp; Fri 5-7:  2 free hot food items downstairs (be aware that they can close for a private party at that time.  I found that out a couple weeks ago)  This is not a bar, it's a quiet tea shop/cafe.
 
La Tasca 4-7:  $2.50-3 tapas, $3 beers, etc.  Free paella bar on Fridays I believe.  I tried to go to this at 5pm once, it was absolutely packed on a weeknight &amp; I couldn't find a seat near the bar.  Had to leave.
 
Hard Rock Cafe 4-7:  1/2 price appetizers at the bar.  Again, packed after 5, esp. due to tourists.
 
Austin Grill - I actually have late lunches at the bar b/c their Happy Hour starts as early as 2pm:  1/2-price appetizers.
 
McCormick &amp; Schmick at 9th &amp; F (and M&amp;S Grill at 13th &amp; F) have their well-known $2 menu from 3-6 at the bar (best thing is the generous burger) but it's a 2-drink minimum and they're pretty strict about that.  No drink specials, but you can order non-alcoholic drinks of course.
 
If you don't mind walking several blocks away, there are good HH food (1/2-price appetizers at least) &amp; booze bargains to be had at  Capitol City Brewing Co (11th &amp; NY Ave - great microbrews too for $3),  Finn &amp; Porter (10th &amp; I - $1 menu!  $2 drafts!),  Old Ebbitt Grill's raw bar (at 15th &amp; G, 3-6 and again 9-11pm, 1/2-price steamed shrimp &amp; raw oysters),  Red Sage's Border Cafe (14th &amp; F, 4:30-6:30) &amp;  Finemondo (F St near 13th, 5-7)
 
My best tip:  Go as early as possible so you can get a seat at the bar!</content>

      <content> The bar at Tosca is usually not crowded, and is a good way to sample some of the best Italian food in town. You can order half portions of pasta, and they have a pre-theatre menu as well.</content>
