I'm partial to Nanny O'Briens off Conn Ave in Cleveland Park.

I think you'll find that most of the Irish places in town are chains.

Other notables I like:
4 P's across the street from Nanny Obrien's (change its name slighlty recently)

Kelly's Irish Times near Union Station is sometimes fun

Also like Murphy's and Pat Troys in Old Town Alexandria, but thats not DC

Tho I haven't been in a couple of years, I'd second Nanny O'Briens, especially over that particular 4P's. On the weekends at 4 P's if you don't know the Irish songs OR don't care to only sing them, you're out of luck - it's impossible to do anything else like have a conversation in there when the crowd gets going. Why there's such a large group of people who collectively sing the same songs week after week at the top of their lungs is beyond me.

Not in the heart, but Nanny O'Briens is probably the Irishest. 4Ps is a little to touristy. Kelly's Irish Times used to be good, but haven't been in years. Avoid the Dubliner if you don't want to get taken to the cleaners by staff who like to put their friends drinks on your tab.

Downtown, Finn Maccool's pours the best pints. And they have Beamish, which if you're from Cork, is what you grew up on. But they recently changed their menu and seem to be going in the "cruelty-free free-range tofu" direction.

Might I ask how the food is at the Dubliner? We are taking a 10:00 am Capital tour and I thought this might be a good place for lunch. I will definitely double check the bill if we do go there! Thanks.

Haven't been in years, but the fish and chips were passable. Very fresh since they do A LOT of business. The rest of the menu is adequate, but nothing outstanding. I couldn't recommend it. Kelly's Irish Times next door is just as good, and less crowded since it isn't as "polished" as the Dubliner.

If you're in the vacinity, you'd get a more enjoyable meal at Bis Restaurant on E Street, Charlie Palmer Steakhouse, or even the food court at Union Station. The area isn't really that great for dining. It's more about who's selling the $2 Budweiser happyhours for the poverty stricken Hill staffers.

Its decent food but pricy for what it is. Honestly, walk across the street to the Postal Museum on Mass Ave and North Capitol and there is a Capitol Brew Works that serves much better food for the same or less.
