      <content>I believe the mexican tapas place you are referring to is actually in Crystal City, VA it is called Oyamel. It is part of Jose Andres' empire that includes Jaleo, Cafe Atlantico, &amp; Zaytinya which are all located in the Penn Qtr.

      <content>Three Z's in Penn Quarter:
Zengo: Asian/Latin Fusion
Zola: American
Zaytinya: Middle Eastern Tapas
 
All are lively places with good bars and fit your criteria (except for Zaytinya whose food is middle eastern, but people almost always like it).

      <content>Indeblue for drinks is a great place....very trendy, loungy scene....not loud, so it is a great place to sit down and catch up.  I felt it was pretty expensive for drinks though, but still a good place.</content>
