I wouldn’t necessarily call it a recommendation but Bistro du Coin has steak tartar (a la carte). So does Galileo, but you have to get it though their tasting menu when last I was there.

If anyone's interested, there's a korean version of steak tartare also. It's called Yook Hwe, and the last time I had it was at Hee Been. The steak comes out julienned, and they crack a raw egg over it and add sesame oil, radish, and other seasonings. It tasted pretty good, but it's a large serving, and even though I'm an adventurous eater, I found it a bit challenging to finish the entire thing. I took the rest home and microwaved it the next day.

If you're in Baltimore, Petit Louis has it back on their menu for now. I've had it three times, each time as good as my Mom's. I highly recommend it.
