Are there any good restaurants in DC or Montgomery County that do not charge a corkage fee (or that waive the fee if you buy some wine as well as bring your own)?

I have had restaurants waive corkage fees in DC, ususally because I am a regular customer and I always give my server a glass of whatever I bring. Often restaurants will waive the fee if you also buy something off their wine list. But there is no way to say that certain restaurants will waive the fee on any given night.

Lavandeau in Cleveland Park has no corkage fee on Mondays. There may be others that have such policies on certain nights.

We recently ate at Charlie Palmer's in DC (a super restaurant, BTW!) and learned that their policy is no corkage fee for up to two bottles of domestic wine, with $25 per bottle thereafter. Corkage for foreign wines is $25 per bottle.

Lavandou, the French Restaurant in Cleveland Park, waives corkage fee one night per week, Monday, I think. I've several very good, but not spectacular, meals there.
