I'm not an expert on such things but I'd say The Local. Haven't been to the Liffey in St Paul, but they might do a good Guiness, too.

There are Irish Pubs and then there are pubs run by the Irish, this is the latter and so much the better for it. They seem to have live entertainment on the weekends, as in an Irish folk band that covers The Battle of New Orleans and Sink the Bismark as well as your more traditional favorites. It really doesn't get any better then that.

My favorite Dubliner performer is that jack-booted thug who looks like he'd just as well kick you ass as play an Irish Jig. Plus it was the first place I ever had a Guinness with a shamrock on the top.

However, I'll always refer to it as the Ace Box Bar.

This was in Dara Moskowitz's column on best outdoor drinking spots:

THE LOCAL
931 Nicollet Mall, Minneapolis; 612.904.1000
www.the-local.com
Have you seen that episode of Sex and the City where Charlotte and Carrie sit at a sidewalk café and score the, um, uh, let's say, desirability of the passers-by? Well, the best real estate in Minnesota for such a game are those prized tables in front of the Local: Grab a pint, grab a pen, and go. It helps that the pints contain the best-poured Guinness in Minnesota, nitrogen-pumped and fresh as a naughty limerick.
